Agenda 21

Agenda 21 is a non-binding, voluntarily implemented action plan of the United Nations with regard to sustainable development.[1] It is a product of the UN Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil, in 1992. It is an action agenda for the UN, other multilateral organizations, and individual governments around the world that can be executed at local, national, and global levels. The "21" in Agenda 21 refers to the 21st century. It has been affirmed and modified at subsequent UN conferences.


What is Agenda 21?

Agenda 21 is a voluntary action plan developed by the United Nations and national governments at the "Earth Summit" in Rio de Janeiro, Brazil, in 1992. At the Summit, governmental leaders around the world agreed on the need to become more sustainable—to meet today’s needs without sacrificing our future. Agenda 21 presents a vision for how all levels of government—especially in the developing world—can take voluntary action to combat poverty and pollution, conserve natural resources and develop in a sustainable manner. One-hundred-seventy-eight nations adopted the agenda, including the United States under the Bush Administration.

Agenda 21 is not a treaty or legally binding document and does not infringe upon the sovereignty of any nation, state, or local government. Agenda 21 does not advocate for abolishing private property or have any bearing on U.S. local and state land-use decisions. In other words, it isn’t being forced on anybody, anywhere, by any organization.

A chapter within Agenda 21 introduces the concept of a "Local Agenda 21," and offers a vision for how local governments can develop their own sustainability initiatives. A key them with Agenda 21 was local self-determination and community engagement: "Each local authority should enter into a dialogue with its citizens, local organizations and private enterprises. Through consultation and consensus-building, local authorities would learn from citizens and from local, civic, community, business and industrial organizations and acquire the information needed for formulating the best strategies. The process of consultation would increase household awareness of sustainable development issues."

Is "sustainable development" the same thing as Agenda 21?

No. Sustainability is a mainstream concept, and sustainability initiatives in government, corporate America, academia, and local communities typically have no connection to Agenda 21. Learn more about why local governments undertake sustainability initiatives.

In other parts of the world, especially the developing world, local governments and other stakeholders have more directly supported the principles of Agenda 21, which inspired their work to define their own sustainability goals based on local priorities. This is a profound release, just put out by the US Naval Research Lab on Feb. 25, 2013..

In essence, this experiment done by the Navy contradicts ALL the skeptics who said it quote "could not be done" using frequency in the Atmosphere.

Ironic indeed that the frequency they used from HAARP matches the capability of NEXRAD RADAR.. as they are creating this plasma in the atmosphere using 0-4MHz.. (nexrad pulses between 0 to 12.4MHz putting the HAARP frequency and RADAR frequency on overlapping spectrums)

To top it off, with this Navy experiment -- the plasma RING/SPHERE was observed on RADAR from Poker Flats, AK.. refuting even more skeptics who said HAARP cannot be seen on RADAR.

Furthermore, separately, we found RADAR is used to generate plasma from a place called SPEAR (in Norway) , they are using RADAR as a 'heater' in the same GHz spectrum that NEXRAD RADAR normally operates on when not in pulse mode (2.7GHz to 3.0GHz). Proving RADAR can , and is currently being used to induce effects in the atmosphere -- not just observe it.

Finally, we found information that RADAR was used to generate artificial plasma / literally LIGHTNING at the MIT research labs... C-band and S-band.. again.. same bands that NEXRAD RADAR use.

In otherwords, NEXRAD RADARs for sure have the functionality to act as small versions of HAARP or EISCAT. To function as 'heaters' and plasma / lightning generators (for signal reflection / over the horizon capability / heating weather modification).

Photobucket Any skeptic who said it could not be done, (for instance those at Realist News, or Metabunk just to name a few) NEED TO ISSUE FULL RETRACTIONS AND CORRECTIONS ---- assuming of course they really are into science and not trying to just protect their egos.

If they don't issue retractions and corrections saying they were wrong, then you know they're pushing an agenda that does not include real science --- up until now they could say "it can't be done"... now what is their explanation?

They said I was photoshopping and HOAXING these RADAR pulses ... lol .. nice one.. now lets see what they have to say... right now.. its been out 2 days.. and we hear CRICKETS from their side.

Yesterday I received this from Frank A. Sadly I do not think the intended actions will occur, for obvious reasons, but we live in hope.
"Pope, Queen and Canadian Prime Minister found Guilty of Crimes against Humanity and Sentenced to Twenty Five Year Prison Terms

Court Orders them to Surrender by March 4 or face Citizens' Arrests

Pope Benedict will go to jail for twenty five years for his role in Crimes against Humanity, and Vatican wealth and property is to be seized, according to today's historic verdict of the International Common Law Court of Justice.
The Brussels-based Court handed down a unanimous guilty verdict from its Citizen Jurors and ordered the citizens' arrest of thirty Defendants commencing March 4 in a Court Order issued to them today.
The verdict read in part,
"We the Citizen Jury find that the Defendants in this case are guilty of the two indictments, that is, they are guilty of committing or aiding and abetting Crimes against Humanity, and of being part of an ongoing Criminal Conspiracy"
The Jury ruled that each Defendant receive a mandatory twenty five year prison sentence without parole, and have all their personal assets seized.
The Court went on to declare in its Order No. 022513-001,
"The Defendants are ordered to surrender themselves voluntarily to Peace Officers and Agents authorized by this COURT, having been found Guilty as charged.
"The Defendants have seven days from the issuing of this ORDER, until March 4, 2103, to comply. After March 4, 2013, an International Arrest Warrant will be issued against these Defendants".
The guilty parties include Elizabeth Windsor, Queen of England, Stephen Harper, Prime Minister of Canada, and the head officers of the Catholic, Anglican and United Church of Canada. (A complete copy of the Verdict, the Court Order and a list of the Defendants is enclosed on the accompanying you tube link).
The guilty verdict followed nearly a month of deliberations by more than thirty sworn Citizen Jurors of the 150 case exhibits produced by Court Prosecutors.
These exhibits detailed irrefutable proof of a massive criminal conspiracy by the Defendants' institutions to commit and conceal Genocide on generations of children in so-called Indian residential schools across Canada.
None of the Defendants challenged or disputed a Public Summons issued to them last September; nor did they deny the charges made against them, or offer counter evidence to the Court.
"Their silence told me a lot. Why wouldn't innocent people defend their own reputation when accused of such horrible things?" commented one Juror, based in England.
"These crimes were aimed at children, and were a cold and calculated plan to wipe out Indians who weren't Christians. And the defendants clearly are still covering up this crime. So we felt we had to do more than slap their wrist. The whole reign of terror by state-backed churches that are above the law has to end, because children still suffer from it".
The Court's judgment declares the wealth and property of the churches responsible for the Canadian genocide to be forfeited and placed under public ownership, as reparations for the families of the more than 50,000 children who died in the residential schools.
To enforce its sentence, the Court has empowered citizens in Canada, the United States, England, Italy and a dozen other nations to act as its legal agents armed with warrants, and peacefully occupy and seize properties of the Roman Catholic, Anglican and United Church of Canada, which are the main agents in the deaths of these children.
"This sentence gives a legal foundation and legitimacy to the church occupations that have already begun by victims of church torture around the world" commented Kevin Annett, the chief adviser to the Prosecutor's Office, who presented its case to the world. "The verdict of the Court is clearly that these criminal church bodies are to be legally and practically disestablished, and their stolen wealth reclaimed by the people. Justice has finally begun to be be served. The dead can now rest more easily."
Court officers are delivering the Order to all the Defendants this week, including to the Canadian Prime Minister, the Queen of England and to Joseph Ratzinger, the retiring Pope Benedict who is avoiding arrest within the Vatican after suddenly resigning two weeks ago.
The citizens' arrests of these and other Defendants will commence on March 4 if they do not surrender themselves and their assets, as per the Court Order.
These actions will be filmed and posted at here in the coming week, along with further updates from the Court and its Citizen Agents.

Trail that leads to Clegg's door: Deputy PM faces even more questions over his shifting version of events in Rennard scandal
  • DPM claimed he knew only of 'non-specific concerns' about peer's conduct
  • But it's revealed his office was sent detailed allegations during last election
  • Chief of staff given questions about five incidents involving Lord Rennard
  • Meanwhile, BBC has been accused of 'laying off' Lib Dems over controversy

Nick Clegg faced yet more questions over his rapidly shifting version of events in the Lord Rennard scandal last night.
Hours after the Deputy Prime Minister insisted he knew only of ‘non-specific concerns’ about the conduct of the Liberal Democrat peer, it emerged that detailed allegations were put to his office during the last general election.
His chief of staff Jonny Oates received emailed questions in 2010 about five specific incidents allegedly involving the party’s former chief executive

But yesterday Mr Oates insisted he had not discussed them with his boss, adding: ‘In hindsight probably I should have done.’

Initially, senior Lib Dems insisted they had known nothing of the allegations until last week.

But on Sunday, after returning from a holiday in Spain, Mr Clegg changed his story and admitted he had asked Mr Alexander to investigate ‘non-specific concerns’ about the peer’s conduct in 2008.
Yesterday it emerged that in April 2010, Mr Oates, then the Lib Dems’ director of electoral communications, was sent detailed allegations by the Daily Telegraph, including a claim that Lord Rennard groped a prospective parliamentary candidate at a party conference in Bournemouth in 2004.


Mr Oates, who was made Mr Clegg’s chief of staff a month later, responded with a blanket denial. He insisted it was ‘untrue to state Mr Clegg was made aware of the incidents’, and had not ordered any investigation of them.
‘No, I did not speak to Nick about it,’ he told the Mail. ‘I didn’t need to. I was aware of the general concerns about Chris Rennard and I knew that the whole problem in dealing with it was we didn’t have specific allegations. There was no way I could really ascertain facts.’
Mr Oates said he had spoken to Matthew Hanney, a political adviser to Mr Clegg, who told him claims that he had witnessed one incident involving Lord Rennard were ‘completely untrue’ and had therefore decided to dismiss the rest of the detailed allegations.
‘I felt we couldn’t take it any further,’ he said. ‘We were in the middle of the general election, Nick would have been on the road. Chris had resigned as chief executive of the party, he wasn’t acting for us at the time, so no, I didn’t discuss it with Nick.
‘Whether I should have done, this review panel can look at that I’m sure. In hindsight probably I should.’

In the event, the Telegraph did not publish its story.

Mr Clegg insisted he had ‘absolutely nothing to hide’ and insisted there had been no cover-up.
‘I actually happen to know some of these women very well, one of them worked for me. I spoke to her just last night, she never said anything about me to this until now,’ the Deputy Prime Minister said.
‘The problem is, as I said yesterday, is that until last week no specific allegations were put to me and we acted on general concerns which had been expressed some time ago, but of course, now that those general concerns have evolved into specific allegations, we can act, and we will.’
Mr Clegg said the party had confronted Lord Rennard with the concerns, which had been made anonymously, but he had denied them.
Mr Farron, the party’s elected president, acknowledged the party had failed in its duty of care and said that a ‘completely full and open inquiry into how we got this wrong’ was being launched.
‘The one thing I probably can tell you without going through due process is that we screwed this up as a party,’ he added.
Last night, the Lib Dems removed control of a whistleblowing system for party workers from the wife of one of Mr Clegg’s senior officials and handed it to an independent company.
Lib Dem chief executive Tim Gordon also announced he had appointed Alistair Webster QC to lead a formal investigation.

Sex assault claims the Lib Dems ignored for ten years
A flood of allegations involving Lord Rennard’s ‘inappropriate’ behaviour were reported to Liberal Democrat high command but brushed aside:

CLAIM: Bridget Harris, a former special adviser to Nick Clegg, claims Rennard touched her legs ‘two or three times’ over coffee at a conference. Harris complains to party managers.
RESPONSE: No action taken. Rennard denies wrongdoing.

CLAIM: A young researcher is allegedly touched inappropriately by Rennard. A witness takes issue up with Ben Stoneham, the party’s director of operations.
RESPONSE: Stoneham allegedly replies: ‘He has been silly again. I will speak to him and deal with it.’ No other action taken.
The BBC was accused last night of ‘laying off’ the Liberal Democrats over the Lord Rennard controversy after it emerged the corporation knew about the scandal months ago.
Some Conservatives contrasted the BBC’s response with its ‘slavering’ enthusiasm to air the bungled Newsnight report last November that wrongly linked former Tory party treasurer Lord McAlpine to historic child abuse allegations.
Others also raised eyebrows yesterday over the way the corporation’s flagship radio news show, the Today programme, suggested that members of the Conservative Party might be ‘encouraging this story [about Lord Rennard] forward’.
It has emerged that the BBC knew about the scandal last November but decided against running the story.
The BBC said it had been unable to get the women to speak on camera. It was left to Channel 4 News to lift the lid on the controversy last Thursday.

Critics also said major BBC bulletins largely ignored the story in the first couple of days after its rivals ran the report.
Tory MP Jake Berry said: ‘Is this another example of the BBC’s obsession with pursuing Conservatives while having a head-in-the-sand approach when it comes the Liberal and Labour party?’
His colleague Philip Davies added: ‘It seems the BBC is up to its usual tricks again, laying off the liberal left and sticking the boot in to the Conservatives.

‘Their political bias is so entrenched they probably don’t even realise they are doing it.
‘They couldn’t make the Lord McAlpine story stick, but they couldn’t help themselves. They were slavering at the mouth to get that out there.’
BBC insiders believe, however, that after the McAlpine disaster the corporation was simply terrified of wrongly accusing another leading political figure.
Yesterday, in an interview with Liberal Democrat president Tim Farron, Today presenter Sarah Montague raised suspicions that Tory figures were playing a part in keeping the story going.
She told him: ‘But there is one thing for you to deal with, your Coalition parties and the suggestion that it actually is the Conservatives who might be encouraging this story forward.’
A BBC spokesman said: ‘To suggest we did not pursue the story is untrue.
‘The BBC began investigating some allegations but we were unable to persuade the women to speak on camera.
‘We needed to get first-hand testimony on camera. We have continued to try to secure interviews, making it clear we were ready to record an interview when they were ready to talk.’

CLAIM: Jo Swinson, who became the party’s youngest MP and is now equalities minister, allegedly tells a female colleague there have been problems with Rennard, who had ‘an issue with women’ but that ‘you have to put up with it if you want to get on in the party.’
RESPONSE: No action taken.

CLAIM: A young activist is allegedly molested by Rennard in a hotel room during an ‘away weekend’. Her tearful reaction to the ‘Peterborough incident’ is seen by a number of MPs and top officials.
RESPONSE: No formal probe.

CLAIM: The peer allegedly gropes a female Lib Dem parliamentary hopeful at the party’s September conference in Bournemouth.
RESPONSE Not known if complaint was made or action taken.

CLAIM: Alison Smith, then a party member but now an Oxford lecturer, and a fellow female Lib Dem invited to Rennard’s London flat. She claims he ‘started moving his hands down our backs and places where they had absolutely no business being’. He then allegedly locked the doors. Smith complains to Swinson and chief whip Paul Burstow.
RESPONSE: She claims her concerns ignored in a ‘Kafkaesque’ nightmare.

CLAIM: At a party to celebrate Clegg’s leadership election victory, Rennard allegedly touches the same prospective candidate from the incident three years earlier. They were posing for a photo.
RESPONSE: Not known if a complaint was made or action taken.

CLAIM: Party activist raises concerns about Rennard’s behaviour and is made redundant weeks later.
RESPONSE: She is forced to sign a gagging order as part of her leaving settlement.

CLAIM: An email from a former Lib Dem campaigns officer to women warns of alleged harassment by Rennard. It reads: ‘There has been a long-standing problem with a number of women where the abuse of Chris’s position was clearly inappropriate. I’ve discussed this with Jo Swinson, who was aware of a number of cases.’
RESPONSE: Rennard is allegedly warned such conduct is unacceptable. He denies any impropriety.

CLAIM: Rennard abruptly resigns as chief executive citing ‘health and family’ reasons. Smith says she is told it’s for inappropriate behaviour.
RESPONSE: Party denies he has been pushed out.

CLAIM: A newspaper writes to Jonathan Oates, then Lib Dem director of communications, detailing allegations against Rennard and asking what Nick Clegg knew.
RESPONSE: Oates says an investigation took place but Clegg was unaware of the allegations.

Probe: Mr Clegg said that his chief of staff Danny Alexander investigated 'indirect and non-specific concerns about Chris Rennard's conduct'

FEB 21, 2013
CLAIM: Channel 4 News broadcasts a detailed report claiming ‘allegations of sexual impropriety’ against Lord Rennard.
RESPONSE: Rennard ‘completely denies’ the accusations. A spokesman says Clegg did not know about ‘specific’ allegations.

FEB 22
CLAIM: Nick Clegg’s office was made aware of the allegations as long ago as 2008. Clegg’s head of office, Alison Suttie – a relative of Rennard – had asked Miss Swinson to ‘quietly interview’ claimants.
RESPONSE: There is evidence that senior officials worked to silence the ten women who come forward.

FEB 23
CLAIM: Email suggests Clegg knew personally four years ago that Rennard had been accused of molesting women.
RESPONSE: Clegg’s spokesman said he had ‘no idea’ why this claim is made.

I don't get it. Non-specific allegations were supposedly made with no real substance, yet serious enough for them to be investigated in 2008. Clegg is digging the biggest hole in his careers right now! We see this time after time as the truth seeps out, so the story is modified to accommodate the truth. It is like pulling teeth!! Gradually more Lib-dems will speak out as they see their own positions threatened. As a teacher for thirty years I have regularly seen this type of behaviour in a primary school classroom.

"Non-specific concerns"? Is this a new language? Does Clegg have such contempt for, well, just about everybody that he thinks this mealy-mouthed statement will do? What is it with politicians that they don't seem to see what to everybody else is glaringly obvious? Cleggy should know - never dissemble, because the press will have you and the public see straight through it. A ridiculous way to go on with a vital by-election just days away.

A good politician is quite as unthinkable as an honest thief. MPs have no relation to morals, I think its time Nick Clegg takes a leaf out of Cardinal Keith O'Briens book and resigns.
